Creature Suggestion Question

I'm aware that people can suggestion or give creatures ideas in the chance that they could be made into an official Eggcave creature.

I was wondering: how does the staff go about that, exactly?

Does Ian occasionally choose the creature idea(s) and pass them on to an artist, or can artists, of their own volition, draw a creature suggestion (and simply have Ian review it before publishing it)?
If the latter can be done, does the artist still get paid for it as they would a commission requested by Ian?
