Ok, my sister and I share the same computer and mail address. But my sister wants an account So can she make one

You can share the computer, but your sister has to use a different e-mail address. You could use one of your parents', or she can make her own.

You can, but it would technically be a storage account and she won't be able to steal from the cave which makes the game pointless.

If she had her own e-mail, she could make an account, steal from the cave, but she wouldn't be able to feed the same people as you because you have the same computer.
