I suggest GIMP if you do not have SAI or Photoshop.

Sure 😊
Use the smudge tool which will look like a hand with it's finger out.
Use a brush that is soft (Blurry edged brush) Smudge each one using a back and forth then an up and down.
Working each tone until they blend in and look smooth.

I do not have GIMP because it does not work right on my computer(Mac)
