One in 1461 people are born on Leap Day. Leap Year occurs once every four years, except for the years ending with "00" that are not divisible by 400, meaning that Leap Day was skipped on years such as 1900, which is not divisible by 400. This is because the Earth's orbit takes 365.242190 days.

@dreamer Like do they get it when they're actually 16 (64) or like when they're 4??? Also if they do get it at 4 I can totally think of the picture in my head when thy get pulled over!
