Time clock?

Every time I load a new page the clock reads the correct time for a second then reads 3 hours and 56 minutes behind.

Has anyone else seen this?

Normally the time is the same time zone as mine EST.

Main server lagging so bad it is that far behind? o.o;
Didn't think that could happen.

Not sure why though. Everything else is fine.
What is weird is it is correct for a second then goes to the earlier time.
