Glitch in offering lower price in travel agency?

I think there is a glitch in Travel Agency because when i tried a lowish amount(example: volcano travel originally about 9880 and i offered on the first one with 9600 it worked but when buying the second he said he wouldn't take it then after 3 tries he did accept).

i offered on a mysterious asteroid travel about 200 ec lower than offered price and he didnt accept, but i didnt try to offer that amount again. idk. ill try it

the travel agency is going to be redone... again. on version 2. 😋
