My Java is bugging out -.- Help please!

I was on ChickenSmoothie trying to use the Oekaki and it said I needed to download Java. I thought it was already downloaded but I went ahead and went to the site to download it again. It said I already downloaded it or something. I did the things that the Windows Pop-up Box said to do and it still didnt work. I then tried the things that the Java site says to do and its STILL not working. Unless Im restarting Internet Explorer wrong, it should work. Im just closing all the tabs; is there some other way Im supposed to do it?
