is there a way to freeze creatures without going to the park?

Unfortunately not. At the moment, it's only possible if you purchase CC through Paypal and buying it yourself at CSP.
You could also trade for a freeze from someone else - they'll have to take the creature into their account, freeze it, then send it back to you.
