[DCF] Ranks and Affairs Department

This is the main department of the DCF which handles the pay/salary of its workers, their ranks, and their positions.
Their jobs can be swapped with other jobs (any of the three; Samurai Stalker, Elite Shogun, or Multi Master).

NOV (Starters)
SPARROW (Beginners)
PLUS (Amateurs)
EAGLE (Intermediates)
ALPHA (Experts)
GAMMA (Novice Professionals)
TETRA (Ultimate Professionals)
