Last-Minuet Jigglypuff gijinka Cosplay!

So I'm going to this con in March. It's my second anime con, and i'm really exited. For my fist con, I didn't cosplay. And it was kind of hard for me to come up with something. But I think I've decided to Do a Jigglypuff gijinka. But I can't figure it out!

I know that I'm wearing a curly pink wig, Jigglypuff ears, and I'll probably wear a pink dress. But I'm not sure if I want to wear a skirt or a dress, What the shoes should be like, stuff like that. Sooo, any suggestions?
