Lower PM cooldown times

If you're like me, getting a ton of PMs every day, it's a pain to have the 1 minute cooldown.
It's hard to wait one minute while 2 other people reply to my PMs.
So I was thinking, why not reduce this down to 30 seconds? 60 seconds seems to be a little too much for PMs.
