Thread Page Count Bug(?)

So I was skimming through the RP section a few months back and saw a thread that had four pages, it had the numbers in boxes so you could click,leading up to four, but it had a ellipse(...) followed by a four in a box.
I was looking at the general discussion board and saw the same thing happen there. Is it a bug or just the way things work here?
