What can you get out of Trick Or Treat Bags?

I'm wondering if it's worth spending my seeds on a TOT (trick or treat) bag.

It's made up of stuff you can buy from the shops which is toys and food items. So one toy and one food item per bag. The more expensive bags I think get a better toy if anything.
