Academy City's Best (Sign Ups!)

This is going to be a first for me... I also haven't seen a lot of the manga or anime of the To Aru series, so forgive me if I make mistakes.

Academy City, a place where it is surrounded by a literal wall and science itself. Majority of the things around the place are high tech and futuristic, but not too futuristic, just enough to have robots clean the trash around, or large billboards.
Majority of Academy City are students, but not ordinary students. A lot of the students have one power that makes them different. They are called espers. Those espers are only able to do one power, like one having electricity, or one having teleportation. Some can have the same, but a lot of the espers have their own way of fighting.
The espers have a leveling system that goes from a level Zero, AKA no espers, and a level Five, which is the highest everybody can go to, and the most possible. There are only a few level Fives in the entire city, and they're close to impossible to get. The bigger the number, the stronger the esper is.
Did I mention the clones? Yep, there are clones, although they have a very short lifespan.
Maybe that you know what you need to know, perhaps you may join the rankings of the espers and try to work your way up to level 4... Because it's nigh-impossible to reach level 5... Also because it ruins the canon.

Rules:
No godmodding.
EC rules apply.
RP rules apply.
You can only have one type of esper, so nothing like an electric pyromancer.
Have the power be somewhere down-to-earth, but in a sense that it's close to science-fiction.
Be literate as possible!
Balance the esper levels.
Minimum of three sentences per post.
Whatever RP sample you post will dictate where your character will be in.
Keep it PG-13.
Espers must be around 15~20, because they are students.
If you have read the rules, put in your character's favorite food.

Name: Nokomi Quario
Age: 18
Gender: Female
Appearance: Fair skin with long auburn hair she keeps in a ponytail. She has brown eyes and around 5"07 feet.
Clothing: Her school uniform is a white blouse with a brown vest with a black tie, and a brown skirt with maroon shorts and white leggings. During any colder seasons, the blouse and vest get replaced by a brown sweater. Outside of school she wears a black tank top with white longsleeved and a brown skirt with maroon shorts. In both clothing, she wears black shoes.
Esper: Teleportation
Level: 4
Weakness: She can only teleport to anything that she can see and if it's close.
Personality: She is often impulsive at things, and sweet. Nokomi is a softie, but she always likes to get things done.
Other: Nokomi enjoys eating tempura. She is a big fan of all the level five espers, and yearns to meet them all. Except one of them, as she thinks they're creepy.
RP Sample:
Nokomi goes to her dorm after school. As she gets there, she notices somebody with a smaller version of the level five railgun, Misaka Mikoto. She wondered why the smaller version was following them. They then looked away and shrugged.
"Probably nothing. After all, why would Misaka just wander off like that?"
She headed to her dorm, and closed the door behind her. She flops onto her bed like a ragdoll goat, relaxing for a bit.

Name: Elea Johnson
Age: 18
Gender: Female
Appearance: 5"08. She has cloudy gray eyes, and wears glasses. Elea has strawberry blonde hair that's usually tied in a long, messy braid. She has a scar that's usually hidden on her shoulder.
Cat form is a light gray tabby with the same cloudy gray eyes. The scar on her shoulder isn't visable under her fur
Clothing: She usually wears neat, casual clothing, though she doesn't pay much attention to fashion.
Esper(optional): (Cat) Shapeshifter.
Level(goes with esper): 2
Weakness: She not the most skilled at shapeshifting and can't hold the form for long.
Personality: Very observant, curious, and optimistic. She doesn't socialize very often, and is a bit of an introvert. She doesn't like jumping into situations and is very cautious.
Other: Glazed donuts.
RP Sample:
Elea stared at the bright white screen of her laptop, her fingers going a thousand miles a second on the keyboard. The only sound in her dorm was a constant click, click, click.
Finally finishing the email she was writing, Elea quickly scanned over the words. Her hand hovered the mouse over the send button, hesitating for a moment.
Right before Granny died, her older brother had completely lost contact with her. Elea tryed not to worry, but she couldn't ignore the constant prickling of unease in her chest. He didn't even answer to email these days.
