1 & 2 Hour Wait at Cave

I went to adopt an egg, and when it refreshed, the page said I had 14 approaches and needed to wait an hour to try again. I thought that was odd, so I refreshed again and now it says 2 hours. I've never had this happen before, so I don't know if this is normal or what.
