What is the thief shop?

Hello, im kind of new, and I was wondering what the thief shop was. I've been there countless times, but all it says is that it has no eggs. What is the thief shop, and when is it open?

@kbs6 The thief shop will rarely stocks mystery eggs usually from around 20,000 EC - 600,000 EC. If you get lucky, you will get a random creature that only comes from the Thief Shop. But that's if you get lucky. You don't get a creature every time.
