Something wrong with sending Chocolate?

When I go to send Chocolate boxes, It says I have 5 to send, but when I send 5 It says that I have to wait 5 minutes or something like that to send to the user again even though I'm positive I do have that many chocolates to send.

Have you been sending to the same person a few times? If you do, you have to wait for some time before you send to them again.

@katrinwolf yeah I guess I have but that's only after they send me something and then they send me something back and on and on.

But why is that?

It's... one of the rules, I guess? It's been like that before, too. Maybe the point is to make you send to more different people, I don't really know.
