@celeste - I think it has something to do with cell phones, but - I can't vote for any one elses color more than once from work or home desktops, never tried with cell phone (i don't do internet on my phone).

@celeste - not sure that is it either because my work & my home have different IP and still can't do it - so not sure haha

Oh well, really doesn't matter because it surely means that it's fair, right?
