On September 9, 2015, people woke up with superpowers. They shared no common trait - no one country, no one race, no one unusual food they all ate, no one thing they were all exposed to - but that they were all within the ages of one to eighteen. Not all minors were part of this new group; but some were.
Five years passed. The nicknamed 'supers' grew older; the original ones now ranged from six to twenty-three. Children born after that fateful day occasionally had powers themselves. Laws regarding the supers had been passed in the time since that day, but it soon became clear that additional measures would have to be taken. Thus began the SUPER Project: the Skill Users and Persons of Extreme Reactivity Project (Everyone agreed it was really a stretch, and didn't even describe what the project did, but the people in charge liked the acronym). Its proclaimed purpose was to give a purpose, albeit a strange one, to supers. Supers who signed up for the program would turn in a form and be assigned two things: a city, and whether they would be a hero or a villain. Superheroes and supervillains would battle each other - non-lethally but otherwise using whatever methods they wanted - partly as a way to blow off the steam that they seemed to gain so easily, and partly as a source of entertainment for everyone. (An early announcement of the SUPER Program was sent to insurance companies everywhere, who promptly added 'super insurance' to their coverage in preparation.)
On September 9th, 2020, the five-year anniversary of the Super's Day, as it was now called, the SUPER Program opened to the public.

You can be a super who's joined the program, one who hasn't, or a normal person. Supers who aren't involved in the program are not allowed to fight crime or other supers. If you join the program, you must fill out the program form. Everyone must fill out the normal form. If you've read this, put the name of the program in the Other section.

Describe Power: I can summon and dismiss my paintbrush at will. It can't be broken, and if someone takes it from me I can get it back without even trying. If I touch it to something, I can paint using that color and texture, exactly. I don't need a surface, I can paint onto air. Or space, I guess. If I paint something, it's the real thing. If I paint a bird, it'll fly away. I can paint with air - it's like an eraser, sort of. I control whether I get the color of something or if I paint on it, or if I touch it with my brush and just don't do anything paint-wise to it.
Special Need(s) if Any: An English tutor would be nice if I'm leaving France for this. I know a lot more people in a lot more places speak English than French, and I only know a little.

Rainbow saw the letter. She tore it open, and read it. She looked up proudly. " I got in... " she said quietly.

Rainbow was busy designing her costume. It was a white suit with a white cape and had rainbow stripes going up the sides and on the cape. She picked up an envelope and put it in. Then picked up a notepad and wrote her super hero name. " Weather Girl " it read in cursive. Along with the note, Rainbow put the costume design in the envelope and ran off to mail it.

Appearance: She is around 5 feet, with shoulder-length black/brown hair, and similarly colored eyes. She always wears black, and has a whip on a belt. When seen, her clothes are always normal cloth, no shiny stuff, but there is some hard, armor-like thing. (My inner dictionary is malfunctioning.) Her skin is medium-tone, and she has excellent physical capabilities.

If so, what is it?: She can erase a memory or two, or five if needed, from someone.
History: She dealt with criminal activities before her powers, but became bigger afterwards. She does what she does for money, rarely thinks about it, but doesn't kill anyone other than her target.
Personality: Pretty goal-oriented, and rarely thinks much about anything. That doesn't mean she's stupid, but thoughts are about fifty slots below action on her list of important things to do. She does have a moral code, with repaying debts at LEAST halfway, and not causing too much grief for civilians, in it.
Other: Assassin and hired thief.

Tara reread the letter, grinning. "Oui! Je l'ai fait!"* She returned to the part where it said the city. "Je suppose que je vais a New York..."** She grinned wider. "Mon costume!"*** She summoned her paintbrush and dashed to a mirror. They said they would make it for her, but she could at least make a trial one, right? She wanted to be sure that she had a costume she wanted to wear.

Half an hour and quite a few multicolored scraps of cloth later, she had a finished costume. Covering all of her body save for her head, it was mostly black but was streaked all over with every color. She wore a black cape, also streaked with color, that joined her costume rather than tied around the neck. On her chest was a symbol of two paintbrushes, one with yellow paint and the other with blue, touching at the tips; from the point where they met came a large drop of green paint. Her face was painted rainbow: red on her forehead, blue on her chin, and a yellow stripe crossing her nose; the three colors faded into each other, forming oranges and greens where they met. Finally, her hair was tied in a ponytail, and the end of it was dipped in blue paint.
A name came to her mind almost unbidden; it seemed perfect for her costume and her power. "Acrylique,"**** she grinned. "Mais, c'est en Amerique, en anglais...En anglais, je vais etre Acrylic!"******

Appearance: Waist length midnight black hair and ice blue eyes. She has freckles stretching form on cheekone to the other going over her nose. She also has a scar on her left arm from her elbow to her wrist.

If so, what is it?: Super speed. She can run at over 100 km per hour but only for thirty seconds and she often needs to rest for about an hour before she can do it again.
History: She lived on a farm until her parents died when she was six. She grew up on the streets as no one would take her in. That's how she got her scar. From living on the streets.
Personality: Her life on the streets has hardened her to point where she practically has no emotion anymore. The only emoption she can feel now is anger. She has no pity for others or herself, it's hard to become her friend due to her personality. So it's pretty self explanitory why she has so few.

Hannah ran out in the pouring rain and grabbed the mail. She went back inside and opened the letter. She read it. She danced around her room in the attic of someone's house fist pumping. Then she read the word evil. She smiled. She had always been mischevious. She raced across the attic, grabbed her sketchbook and her pencil, and sat down on her bed. A few minutes later she had a costume that wasn't average. It had blue jogging caprees and a pink tank top underneath a lime green hoodie. Her glasses has flashes of lightning on them and her runnign shoes wer covered in hand drawn storm clouds and lightning bolts. Her pants pocket had a lightning bolt on it and she had a lightning shaped pink tatoo on her arm. She put the drawing in envelope and put a stamp on it and put it back in the mailbox. Then she thought of a name for herself. 'Bolt.' She thought smiling. Then she realized she would have to drive at some point. She frowned and felt sick.

Suddenly the smile fell from her face as she stopped bouncing, suddenly remembering something in the letter she had just skimmed over in her excitement. She was a villain. She sighed. Hannah phoned all around new york looking for someone to teach her how to drive. No one was available to help her. She smacked her forehead with her wrist. Now how was she going to get to where she needed to be? and where could she live other than this attic?

David finally was let out of his classes. "I hate that teacher!! I hate his classes, I hate the way he disapproves of me..... I'll show him someday." he grumbled under his breath. "And I'm not even allowed to use my power on him..." David reached his apartment. He didn't have a roommate because he didn't..... work well with people. He looked in the mailbox, and was surprised to see a letter in it. He never got any letters. "Why do people bother me so much?!" He took the letter inside and opened it.

"Mr. Peters," he read, "You have been accepted into the Skill Users and Persons of Extreme Reactivity Project. The city which will serve as your home from this point will be New York City, New York, United States of America. We have determined that your power will serve well on the side of 'good', so to speak. Therefore, you will be a hero. Blah de Blah de Blah, costumes, et cetera, et cetera." David threw the letter out the door. "Stupid fakers." He turned on the news and low and behold, there was an anouncement listing all the supers. .... he was on there.... David collapsed. A few minutes later... He was partying around his apartment yelling," See you guys later!! I'm moving to New york to be a... wait a sec... HERO?!" David collapsed again. "UUUGGHHHHH!!!!!"

Tara checked her watch. 13:27. Her ticket said she was leaving today, at 16: 30. She had to go! She dashed down the stairs. "Mamon! Mamon, pouvez-tu me prendre a l'aeroport? Je suis en le Programme de UAPRE! J'ai besoin d'aller a l'aeroport, je vais a New York!"*
Two hours, two packed suitcases, one backpack, and many congratulations later, she was at the Charles de Gaulle airport. She checked her luggage, found her flight, and pulled out an old favorite: Harry Potter et l'Ordre du Phenix. It was definitely an old favorite - it was from, what, 2001? She had read it before, but it was a good book.
Soon enough, she boarded the flight. The trip took nearly eight hours, but it seemed like almost two when she got there, since New York was like six hours behind Paris.
Abruptly, she realized that she had nothing here - nothing at all. Nobody was coming to pick her up, she hadn't rented a car and even if she had she couldn't drive it since she was just fourteen...was the Program picking her up? Did they do that?
Where was she supposed to go?

*Mom! Mom, can you take me to the airport? I'm in the SUPER Program! I need to go to the airport, I'm going to New York!

David groaned until he couldn't anymore. "Why did they have to make me a hero? Why?! Wait a sec... what if I... did some double-crossing? That.. would.. be.. awesome. Now, about my costume... Hmmmmm... what about..." David imagined a suit, all black except for red eyes. "Oh yes. That would fit me perfectly. He sent the idea in a letter so it could be made. "Ohhhhhh... This is just too good."

A few hours later plus a crazy car drive, David was at the airport. "The timing for the flight to New York was changed from 3pm to 2:30pm. Thank you for your patience." said an announcement. "What?! That's right now!! Grrrrrrrrrr...!! Patience... patience... just a little longer and you can use your powers all you want. Patience..." He said under his breath. These words were all that stopped him from wreaking havoc all around the airport. He was the last person on the airplane, and was just barely let on due to being so late. "Whew! Made it. New life, here I come!!"

Rainbow had a suitcase packed with clothes, books, her diabetes supplies, and a doodle pad. She was boarding the flight and her heart was beating fast. " Jeez, dumb airplane. Cant let a 12 year old girl go in first. " She said under her breath. " Kisses! " " See you soon! " " Adis arco iris!** " Everyone was saying buy and throwing gifts at her. " Bye guys! Miss you! " She said, bouncing up and down.

About 5 hours later, she was at New York. She was out in the streets, looking for the program. She didnt see it, she got scared. Suddenly, the weather became dark and dreary. " I forgot about my powers. " She said. She found a girl who was also carrying a suitcase. " Are you in the SUPER program? " she asked Tara.
