Arc 1:
2358 years later: The 9 underground countries, having been corrupted by greed. The great Rulers dead and cities burned, a new treat called the Riklings have emerged. Crushing whatever is in their way, they managed to take over most of the lands. Few try to revolt, and those who do perish. Will you take the stand?

Backstory: The Riklings killed his family, he was lucky to survive. He swore to destroy them and bring peace back to the land.
Appearance: Dark clothed, Tanned skin an oddity in Subterria, Dark haired, eyes as black as death, A face full of hardship, a scar on his right arm.

Name: Naomi Batchelder
Gender: Female
Age: 21
Skill: (I’m going to assume they’re human, so I’m giving her job-like skills) She knows how to work hard and isn’t afraid to try anything. With working in the mines for awhile, she has built up a lot of upper-body strength. As a side note, she has a good eye and practiced the bow and arrow in her free time in her earlier years.
Region: 5 (Infurmus)
Others: Coal is black, bleh. /sneezes/ 😋
Backstory: She was born and raised in the capital of Infurmus with what everyone assumed to be a normal life. However, behind closed doors things were different. Her parents fought a lot when she was little and it caused her dad to leave and never come back. Her mother had to support herself and Naomi all on her own. When she was old enough, Naomi started working in the mines. It was a man’s job, so she was always taunted and teased, but rather than give in, she only fought harder. She eventually earned enough respect not to get name-called or taunted, but it is still a struggle to this day to be equal in the eyes of the miners.
Appearance: She is 5’ 10â€, which is rather tall for a girl, with long, thick-curled, dark brown hair that cascades down her back and stops mid-way. Along the bangs and down one side she bleached her hair a light blonde color, giving it its odd mixture of color. Her eyes are a dull green color and they don’t really stand out from her pale white skin. Her body has a bit of curve to it and her bust isn’t big. She tends to wear tight clothes, consisting of shorts and tank tops, but will occasionally were T-shirts/dresses/and skirts if the situation called for it.

Skill: She has a disturbing amount of willpower. She can resist torture for some time (maybe an hour) and deal with extremely uncomfortable, but not unhealthy conditions.
Region: 3
Other: Coal
Backstory: Her parents were upset that they had her, so they constantly abused her. They were much happier when she reacted, so she learned how to sort of shut down and just follow orders she gave herself. Her parents joined the Riklings when they heard about them, and they abandoned her. She was adopted by another family, but her parents were angry when they heard, and her new home was attacked. She escaped to another region, where she assists a business manager.
Appearance: She is a small, short-haired girl with extremely pale skin and manny scars showing prominently on it. She has blue eyes and dark brown hair. She is a thin girl, with little fat, but she has some muscles. Her clothing is plain and sturdy, not too worn. She often looks cautious, but sometimes the constant glancing stops.

Hmm, you mentioned the library of Infurmus, so that got me thinking...

Name: Maria Rhodes
Gender: F
Age: 46
Skill: She keeps records and organizes ancient books for use
Region: 5 (Infurmus)

Backstory: She has always enjoyed reading, which makes it natural she'd end up working at a library. As a child, her parents were strict, especially towards her education. Now an adult, she sees others as irresponsible and without potential.
Appearance: Peach colored skin with curly brown hair, usually tied up in a bun. She wears reading glasses when enjoying a book since her eyesight is beginning to deteriorate. She is often found wearing slacks and polo shirt with a black apron (the uniform for the library she works at). But at other times she is more casual.

Okay, a couple ideas:
A quiet city that wants to maintain peace at all costs, even if peace means a corrupt government stays in power.
A place full of artist, philosophers, scientists, etc. that is very disapproving of outsiders.
A society that is very strict with who it approves of, and the most popular/powerful people rarely stay there for more than a week before being pulled down by the next one.
