Judging by the Arnmnae's description, the Seamer appear to be mermaid-esque people/creatures.

"The Arnmnae have close allies in the humanoid Seamer mermaid-like people of the southeastern waters of Ark and it is suspected that their longstanding friendship has allowed both groups to survive for centuries."
