What are pings?

I've noticed that sometimes I get pinged for a fanart or creature suggestion or such, when I haven't posted in the topic. Usually it kinda looks like this

(ping)

Message blah blah blah blah

Pings:

(Usernames)

What is this for? I understand what a ping is (heh heh) But what is the ping section for? Is it kind of like advertising?
