When is the Thief Shop open?

Well,when I first joined a few weeks ago I pressed every button there is to press.This was how I learned to play the game XD
So I see the Donation center every few hours and nothings ever there.I go to the thief shop and nothing is ever there.
So my question is:
When is the Thief shop and the Donation Center open?

The Donation Center is user based and thus there is no set "open" time. It only has items if other users actually donate them.

The Thief Shop restocks eggs randomly through out the day. Again there is no set "open" time but this is because of the random restock time.
