A small amount of people are born with powers that change with each season and come to be worshipped as deities. Usually, such people are bound by obligations to their town, village, etc. and receive guidance from an actual deity that the people with no powers (except for those in one far off land) usually don't know about.

The connection between the seasonal people and the real deity gets cut off, sending the societies into chaos. The seasonal people struggle to devise and enact their own sorts of government with different ones strategizing for cooperation or competition; interaction or isolation; imperialism or independence. With a variety of different powers, personalities, motives, and cultures, what will happen with this sudden change?
