I believe it means that you can't buy the item from a shop, you'd have to receive it in an event (or from a friend who obtained it). I started playing this month, so this might not be entirely true.

@lailaluckyseal87 Sometimes items retire, so they may have been available in the past but aren't anymore. Or as daisycat mentioned, some items can only be obtained through specific events. All these items are still technically obtainable, you'd just have to get them from users that have them instead of from the site's stores.
