Why do items retire?

I don't know if there a good answer for this, but does anyone know why items retire? I know the ones from the Valentine's event and the Halloween event are because they are event exclusive, but there are old items that used to restock in the shops that don't anymore, and I don't know why but I am curious about it.

There really isn't a specific reason, its just sometimes Ian feels like retiring an item.
