So at Tim's, it says "unlike any other creature in Ark, learned the skill of cooking! For any creature, this is absolutely unheard of!
The problem with that is that there are other creature in Ark that can cook. Such as the person that runs the General Food Store.

Or am I just being to literal?

This text is a hold over from the beginning of the game when Tim was the only creature/NPC who ran any kind food shop.

So yes, more NPCs know how to cook now, but for a long time it was only Tim.
