The Magical Battle Arena for Pokemon [Sign-ups]

So this was a random idea I popped up after watching an anime I got super inspired so I incorporated the main idea in here, and that is:

1. Intelligent Devices. These are your Pokemon characters' weapons. They speak and have their own personality, so they may speak in English to your characters. They may also address you in certain manners if you so wish. (Master, friend, buddy, partner, etc)

2. Your characters. You can have them look however you want them to look, both in transformed and regular forms. I mean this IS a magical girl-style RP (guys are allowed of course)
You are required to write down some of your characters' magic skills and their trump card

3. Plot. THERE IS NO PLOT. This is literally a battleground for your Pokemon that can use magic.

Device appearance and battle forms: A white wand with pink ridges attached to it. A flower with green petals and a green spike sticking out the top lies at the top of the wand. The extra sticks sticking out of the sides are multicolored. Fernwing has 4 alternate forms besides her regular one. They are: Shooting Form, Staff Form, Sword Form and Saber Form.
Theme color of character: Green
Magic skills (No need to list all but describe maybe 2 or 3): WIP
Strongest attack (Uses the most mana, most powerful, most flashy, hardest to use): Pixie Barrage: Fires many rainbow arrows at the target, followed by a large green beam with flowers coming out of it, together with white feathers and grass bits. This takes very long to charge as the bombardment range is extremely wide and the size of the beam is huge.

Although this Roleplay looks interesting, I do have a few questions before I create my character.
-Is the character that we play a human, or a Pokemon (either Gijinka or regular)?
-What does the device look like? Is it modeled after a Pokemon?
Also, I was a bit curious what anime this is based off of.

The character is a regular Pokémon.
The Device can be modelled however you wish. (I'll add an area where you can describe the Device's appearance and battle forms.)
The main idea is borrowed from Mahou Shoujo Lyrical Nanoha.

Ah i'm sorry! It's about time i made a role! I'll make more later, but i can't find a good Pokemon..

Name: Sasha
Device name: Noel
Device personality: Noel is calm, curious, and sometimes seeks attention.
Device appearance and battle forms: Sort of a pink wisp with a small cube below it, containing its brain, which is very hard to see. It appears as a spiral-shaped wisp on normal occasions and it's more abstract when it battles.
Theme color of character: Pink
Magic skills: A dust that can daze other devices, and in some cases, other characters, some small transparent orbs that to damage and knock other devices back slightly, some very small but sharp pink blades that are curved, and the ability to cause Sasha to levitate, but only for a short period of time, which drains energy from both of them to work.
Strongest attack: A large, bright pink laser beam
Other: Sasha is a Stufful
