Yes, that's the way to initiate a gifting. Just enter the name into the username box, add the amount and hit send. There is no need to be on each others friends list or anything like that.

I have 342 that I need to exchange quickly. I thought there would be a grace period after the end of the event to exchange cholocats and pick up prizes, but it seems I was wrong. To make matters worse, Feb 29 for work is going to be hectic, and it is likely I get EC stuff screwed up if I am not careful. If I can get stuff done before I go to sleep, it should be safe. I've had enough of getting screwed over just because of my timezone.
