Slight update.....
I did about another 5ish attempts on the day that they one showed up again with no success.

Honestly, I feel I was luckier with the Dailies Wheel. I at least got one there. (No monthlies, but got a Kenarvig the day after they were released)

Welcome, fellow newbie! You're right about the Neopets vibes- the overall site isn't very similar I wouldn't say, but the shops and quests system give a nice bit of that Neopets nostalgia.
