An idea kind of borrowing a concept from another site's egg hunt, although it's not the same (their egg hunt is a completely different format altogether): perhaps you can trade in so many repeat eggs for an egg you need. My vote goes towards a Tasma, too! Though I love the Horsekin.

It might be worthwhile to look into running a Kickstarter, too, if you're looking to see if it would work.

I know one other pet site is doing a plush Kickstarter soon, and they've combined plush with online pets for the tiers....

Yeah I think if you break site rules or anything like that you should lose all your progress and maybe have a penalty, preventing you from gaining stars for x amount of time.

I think it would be cool to be able to breed creatures. You can buy a breeding license for 100 CC, so you can breed your creature with someone else's as long as they have bought a breeding license as well. I think the breeding license should cost CC, because if you were able to breed rare creatures...

For Question 3 I think the website will only store your IP address and what you uploaded. Nearly every website will gather a few details about who accesses the site.
